Public Sector Resourcing delivered by AMS

The Public Sector Resourcing Framework (PSR), delivered by AMS, is the largest of its type in Europe, supports over 150 UK government departments, and is an integral part of the UK government’s contingent hiring strategy, powering the delivery of vital services across the public sector.

Challenge

PSR needed a more flexible and integrated onboarding solution to manage complex pre-employment checks at scale and improve the candidate experience during a critical re-tendering phase.

Implementing Amiqus’ end-to-end compliance platform streamlined onboarding, reduced manual processes, and offered user-friendly, customisable tools for both candidates and consultants.

Results

PSR cut onboarding time by 2 days, reduced emails by 60% per candidate, and improved candidate clarity and comfort, all while going live four weeks ahead of schedule.

The challenge

PSR supports the attraction, placement, onboarding, and management of UK government contingent workers who support the delivery of key services and operations across the public sector.

As with any regulated role, contingent workers who are placed into UK government departments go through rigorous pre employment screening and verification processes. With the volume and complexity of these checks, PSR required a flexible and integrated solution that would make the onboarding journey smooth and accessible for candidates, and give their operations teams a centralised system to allow them to manage complex onboarding at scale. 

In 2023, following 5 years of delivery, a re-tendering process commenced. As such, there was an opportunity to replace their legacy system to support further optimisation of the operating model to bring best-in-class experience and extended value for money to the UK government, which would be achieved through:

  • The removal of client-requested manual workarounds to verify certain information/documentation outside of the system, resulting in a slower overall process.
  • A streamlined candidate process, avoiding the need for multiple onboarding requests which historically drove a high number of queries.
  • Furthered visibility of where candidates are in the process.

The switch to Amiqus required wider changes to processes and structure, and even during the initial stabilisation period, PSR saw positive changes in user and candidate feedback.

Smooth integrated implementation
The level of proactive support from the Amiqus implementation team, as well as no technical issues on the integration of Amiqus into the PSR tech stack, meant an agreed go-live transition and exit from the technical stabilisation phase to business-as-usual within just four weeks, a further four weeks ahead of schedule.

Flexible requests
PSR is now able to customise their pre-employment checks directly from within the Amiqus platform on a no-code, user-friendly interface. Consultants can use ready-made templates for faster onboarding, or personalise requests for different candidates – both of which have resulted in a  faster, more streamlined process.

Enhanced candidate experience
Amiqus’s intuitive interface and centralised process has reduced email queries and phone calls by 15-20%. Candidates now have a clearer view of what’s expected, with insight at each step of the process, helping to manage expectations and make them feel more comfortable completing the process.

The impact of  change has reduced their outgoing emails, both externally and internally, by an average of 60% per candidate.

Fundamental time-saver
Including Amiqus in the PSR Framework has been “instrumental” in transforming candidates’ onboarding process. The integrated checks, user-friendly interface, and reduction in manual tasks have reduced their end-to-end onboarding time from an average of 10 days to 8 days – a number that’s expected to continue to reduce.

Next steps

The 20% reduction in onboarding time, and 20% reduction in support contact calls has made a significant immediate impact to their onboarding experience and teams.
